Buzzed Driving

A few years ago the National Transportation Safety Board (NTSB) advised that all states lower their per-se blood alcohol concentration (BAC) limit from .08 to .05 for driving under the influcence (DUI) of alcohol convictions.  For many people this is only about 2-3 drinks.
